04-203 That the Township of McKellar accept the minutes of the July 29, 2004 special Council meeting as circulated.

Carried

Visitors: Mrs. Myrna Fenton was present to inquire of Council the status of the Economic Development Strategic Plan and what the priorities are for the Community Centre. Mrs. Fenton also requested that more municipal information be posted on the web site. Council stated that the Township is in the process of applying for a grant to hire an intern to assist with the implementation of the Strategic Plan and that an upgraded water system at the Community Centre remains a priority. Reeve Moore thanked Mrs. Fenton for attending.

Mr. David Gibson and Mr. Jim Hawes were in attendance to answer any questions Council had regarding the sale of the Information Centre. Mr. Hawes stated that until the property changes hands, various government approvals could not be obtained, and thus, the dates in the agreement of purchase and sale reflected this fact.

04-204 That the Township of McKellar hereby give By-law No. 2004-19, being a by-law to authorize the sale of the Parry Sound Area Information Centre, First and Second reading.

04-208 That the Township of McKellar request the Ministry of Health look at all options when auditing the Muskoka-Parry Sound Health Unit. The Township of McKellar wants to ensure that all avenues have been investigated and stress there are other options besides outsourcing to the District of Muskoka to look at, such as the Chief Financial Officer of the District Social Services Administration Board, an in-house approach and hiring of qualified people.

04-211 That the Township of McKellar endorse the Town of Iroquois Falls' resolution petitioning the provincial government to "make the gas tax available to all Ontario Municipalities and that funds be dispersed on a system such as equalized assessment to ensure fair distribution".

04-212 That the Township of McKellar endorse the Township of Severn's resolution petitioning the Provincial government for funding to implement the requirements of the Emergency Management Act.

04-213 That the Township of McKellar endorse the Township of Galway-Cavendish and Harvey's resolution requesting the Premier of Ontario to "take immediate action to do what is right for the citizens of this province, to do what is best for community safety and to protect the rights of individuals by enacting legislation to protect emergency volunteer workers before more damage is done."

04-214 That the Township of McKellar endorse the City of Cornwall's resolution requesting the Province of Ontario to provide special funding to assist municipalities in the implementation of the Ontarians with Disabilities Act.

04-215 That the Township of McKellar instruct the Road Superintendent to make the necessary repairs to the drainage ditch located on Part 8, Plan PSR 1467. Work shall not commence until the owners agree in writing to sign a waiver and grant to the Township a drainage easement. Costs for the registration of the easement shall be borne by the Township.

04-216 That the Township of McKellar instruct the Treasurer to pay the Parry Sound Area Industrial Park $2,500.00 (5 months @ $500.00/month) for the privilege of allowing Township residents' septage to be deposited in the industrial Park lagoon system subject to the Industrial Park Board entering into a formal agreement with the Township for the acceptance of such septage and accurate records of usage being kept.
