04-150 That the Township of McKellar endorse the Municipality of Hastings Highlands' resolution requesting "that the regulations in O.Reg. 170/03 be revised: to properly assess need with affordability; to recognize that the property tax base cannot withstand further downloading of Provincial and Federal Government programs; to protect the survival of rural communities".

04-152 That the Township of McKellar endorse the Town of Kearney's resolution requesting the Federal and Provincial Government to adopt legislation "which will require manufacturers of packaging materials to ensure that such materials are either recyclable by municipalities, or easily returnable to the manufacturer for reuse, (a choice or disposal which would be up to the consumer) with it becoming illegal for such materials to be sent to or placed in landfill sites."

04-157 WHEREAS the Assessment Review Board has recently rendered a decision classifying for-profit residential children's summer camps as "lands used for residential purposes on a seasonal basis";

AND WHEREAS

Ontario Regulation 282/98 does not specify how for-profit residential summer camps should be classified;

THEREFORE

be it resolved that the Township of McKellar petition the Minister of Finance to review the Assessment Review Board decision released on May 5, 2004 classifying for-profit residential children's summer camps as lands used for residential purposes on a seasonal basis and enact legislation amending Ontario Regulation 282/98 to reflect the for-profit nature of these businesses;

AND FURTHER

that a copy of this resolution be forwarded to AMO, AMCTO, AMTCO and the municipalities of Magnetawan, Brudenell Lyndoch and Raglan, Temagami, Mulmur, Hastings Highlands, Burpee and Mills, Northern Bruce Peninsula, Rideau Lakes and Minden Hills for consideration and endorsement.
