Council Meeting Minutes March 1, 2004

Present: Reeve David Moore and Councillors Gerald Bell, Don Hindle, Jury Naklowych and Debbie Zulak

04-50 That the Township of McKellar accept the minutes of the February 16, 2004 Council meeting as circulated.

Carried

Visitors: Municipality of Whitestone Reeve Bill Church, District of Parry Sound Social Services representative, was present to update Council on the ongoing strike and informed council that negotiations were still going on and a meeting would be held later in the week.

Mrs. Sharon Sheffield was present to discuss with Council her opposition to the ATV By-law. Reeve Moore thanked Mrs. Sheffield for attending and voicing her concerns.

Reeve Moore opened the floor up for comments and questions regarding the ATV

By-law.

 

Councillor Zulak declared a conflict of interest on the following motion and vacated her chair.

04-51 That the Township of McKellar hereby give By-law No. 2004-04, being a by-law to permit the operation of ATV's on municipal highways, Third reading and Passed in Open Council this 1st day of March, 2004.

NAY: Councillor Hindle, Reeve Moore

Defeated

Councillor Zulak returned to her chair.

04-52 That the Township of McKellar approve General Government Voucher #2 in the amount of $46,433.47 as follows:

General Government 31,951.45

Waste Management 6,907.75

Fire Department 3,759.50

Recreation 22.60

Community Centre 3,792.17

04-53 That the Township of McKellar approve Road Voucher #2 in the amount of $20,419.95.

04-54 That the Township of McKellar endorse the Township of St. Joseph's resolution petitioning the Provincial Government to "defer implementation of the Drinking Water Systems Regulation (O.Reg. 170/03) and that this regulation be reviewed to address the impact on small business operators and service providers in Ontario."

04-55 That the Township of McKellar endorse the Village of South River's resolution requesting that the current protection afforded trails remain in the 2004 - 2014 Forest Management Plan for the French - Severn Forest.
