Council Meeting Minutes January 5, 2004

Present: Reeve David Moore and Councillors Gerald Bell, Don Hindle, Jury Naklowych and Debbie Zulak

04-01 That the Township of McKellar accept the minutes of the December 15, 2003 Council meeting as circulated.

Visitors: Ms. Brenda Liegler, Mr. Per Furst and Tom Lumley of the Ministry of Transportation were present to review with Council the process being undertaken to replace the culvert under Highway #124 between McKellar Lake and Lake Manitouwabing. Council requested an opportunity to comment at the design stage to ensure pedestrian traffic is accommodated. The Ministry representatives agreed to schedule a meeting with Council and the project consultants later in the month to allow Council an opportunity to comment on the project. Reeve Moore stated that Council appreciated the opportunity to provide input and thanked the Ministry representatives for attending.

04-02 That the Township of McKellar hereby give By-law No. 2004-01, being a by-law to authorize temporary borrowing, First and Second reading.

04-03 That the Township of McKellar hereby give By-law No. 2004-01, being a by-law to authorize temporary borrowing, Third reading and Passed in Open Council this 5th day of January 2004.

04-04 That the Township of McKellar have no objection to ATI Racing holding a triathlon event on August 15, 2004 in McKellar provided that the Township is named as an insured on the race policy.

04-05 That the Township of McKellar accept the Ridge at Manitou Golf Course Second Nine Environmental Impact Study dated June 2003 (Revised September and December 2003) prepared by Michalski Neilson Associates.

04-06 That the Township of McKellar, pursuant to direction from the Ministry of Municipal Affairs and Housing and the Ministry of Finance, hereby intend to utilize the 2004 Community Reinvestment Fund (CRF) allocation for the benefit of taxpayers and further accept the terms and conditions attached to the acceptance of the CRF allocation, as outlined in a letter dated December 22, 2003 from the Deputy Ministers of Finance and Municipal Affairs and Housing.

04-07 That the Township of McKellar appoint Whitestone Reeve Bill Church to represent Ward #3 on the District of Parry Sound Municipal Association for the present term of Council.

04-08 That the Township of McKellar, pursuant to Section 239(2) of the Municipal Act, move into closed session at 10:22 p.m. to consider a personnel matter.
