Council Meeting Minutes April 21, 2008

08-91 That the Township of McKellar accept the minutes of the April 7, 2008 Council meeting as circulated.

Carried

Visitors: Mr. Gord Zulak was present to express his views to Council regarding the Municipal Elections Act and the definition of "owner or tenant" and how it relates to a qualified elector. Mr. Zulak stated he did not feel a residency requirement of six weeks to be an eligible voter was fair, especially in relation to time share units. Mr Zulak also stated that he felt that the mail in ballot was unfair in that it provided opportunities for election fraud. Reeve Moore thanked Mr. Zulak for bringing his concerns to Council's attention.

08-92 That the Township of McKellar hereby give By-law No. 2008-10, being a by-law to amend By-law No. 95-12, the Zoning By-law, for Part of Lot 22, Concession 4 (Aloe), First and Second reading.

08-94 That the Township of McKellar authorize the Treasurer to pay the 2008 Industrial Park sewage treatment levy of $13,000.00, up from $8,000.00 in 2007.

08-95 That the Township of McKellar purchase a phone system from On Target in the amount of $3,012.00 plus applicable taxes as per the attached quote.

08- 96 That the Township of McKellar purchase a desktop computer, server and applicable hardware from Dell Canada as per the attached. Cost not to exceed $4200.00. Wireless Internet service to be added.

08-97 That the Township of McKellar endorse the City of Ottawa's resolution requesting that "the Province of Ontario pay a proportional share of MPAC costs related to education property taxes."

08-98 That the Township of McKellar endorse Tay Valley Township's resolution requesting that "the province make infrastructure funding available to ALL municipalities based upon formulae similar to those developed for the Move Ontario and the Municipal Roads and Bridges Fund so that municipal politicians and staff do not have to waste valuable time, effort and money in applying for the various programs' funds that would enable the construction of necessary projects."

08-99 That the Township of McKellar endorse the Township of Frontenac's resolution requesting that "the Government immediately base the Federal Gas Tax transferred to municipalities on year-round population, (permanent and non-permanent populations) which would include seasonal residents (i.e. per number of households)."

08-100 That the Township of McKellar endorse the Township of Frontenac's resolution petitioning "the Province of Ontario to exempt at the very least all Ontario municipalities with populations under 10,000 from paying Provincial Sales Tax (PST) to assist with supporting infrastructure in small rural municipalities that cannot be reasonably sustained through property taxation."

08-101 That the Township of McKellar authorize the Clerk to attend the Budgeting and Accounting for Tangible Capital Assets workshop in Sudbury on May 8, 2008. Costs to be paid.

08-102 That the Township of McKellar determine that Application for Zoning Amendment Part 2, Plan PSR 1472 is deemed incomplete and premature until such time as an easement has been approved for the well or the well has been relocated to the applicants property. Propane tank to be moved onto applicants property prior to further consideration of application.

08-103 That the Township of McKellar adjourn to meet again on May 5, 2008 or at the call of the Reeve. Meeting adjourned at 10:10 p.m.
