07-209 That the Township of McKellar accept the minutes of the September 10, 2007 Special Council meeting as circulated.

Carried

Visitors: Ms. Janet Patterson, Chairperson of the Charles W. Stockey Centre and Bobby Orr Hall of Fame was in attendance to request Council's financial support for the facility and to provide Council with a review of the activities at the Centre. Reeve Moore thanked Ms. Patterson for attending.

Ms. Marilyn Sparrow was present to inquire whether Council had received the final development studies from Wye Ridge Holdings Inc. Reeve Moore stated that the reports had not been received. Ms. Sparrow reiterated that she felt that Mr. Smith had a conflict and also requested that Council rescind the resolution declaring the application complete.

Mr. Frank Pearce was present to discuss the Wye Ridge Holdings Inc. proposed development. Mr. Pearce advised Council that he felt the proposed development would negatively affect the area.

Ms. Brenda Glass was present to discuss the Wye Ridge Holdings Inc. proposed development. Ms. Glass stated she wished to see an increased frontage requirement for the development and requested that she be given notice of any future meetings or that notice be posted on the Township website.

07-210 That the Township of McKellar accept the tender bid of W.S. Morgan Construction Limited in the amount of $353,000.00 (tax included) for the closure of the Lees Road landfill site as per tender.

07-211 That the Township of McKellar renew insurance coverage with BFL Canada in the amount of $32,902.00 plus applicable taxes as per quote.

07-212 That the Township of McKellar approve application for consent, file No. B29/2007 (Fawcett) subject to the various commenting agency approvals and the Township parkland requirements being met. The applicant shall deed to the Township that portion of land 10 metres from the centre line of the travelled road as it abuts the proposed retained and severed parcels should a survey reveal an encroachment.

07-213 That the Township of McKellar authorize the Clerk to attend the AMO information sessions on November 22, 2007 in North Bay. Costs to be paid.

07-214 That the Township of McKellar endorse the City of Cornwall's resolution requesting the Province of Ontario to "re-assume 100% of the cost of all provincially mandated programs such as Social Assistance, ODSP, Ontario Drug benefits, child care services and facilities."

07-215 That the Township of McKellar proclaim the week of October 15-21, 2007 as Waste Reduction Week in the Township.

07-216 That the Township of McKellar authorize the Fire Chief to act as contact person under the Public Access Defibrillation Program and to sign the Memorandum of Understanding between the Town of Parry Sound and the Township under this program.

07-217 That the Township of McKellar declare October 24, 2007 as Child Care Worker and Early Childhood Educator Appreciation Day in the Township.
