07-191 That the Township of McKellar accept the minutes of the August 20, 2007 Council meeting as circulated.

Visitors: Mrs. Myrna Fenton was in attendance to present to Council her views on the operations of the Township including the Economic Development Committee, Broadbent Bridge replacement, improvements at the Community Centre, budget meetings and unassumed roads. A copy of Mrs. Fenton's deputation was distributed to Council.

Mr. Gord Zulak was present to update Council on the Aggregate Resources Act and thanked Council for their support. Mr. Zulak also spoke of election issues and the differences between Federal, Provincial and Municipal election methods.

Mr. John Pinnington was present to provide Council with his concerns regarding the Wye Ridge Holdings development proposal and spoke regarding Official Plan conformity and his disagreement with the Township Planner's report on the development among other things.

Mr. Frank Pearce was present to reaffirm his continued objection to the Wye Ridge Holdings proposed development. Mr Pearce spoke of the creation of the proposed beach and the codification of the environmental constraints along the western shoreline. Mr. Pearce stated that he does not agree with the Gartner Lee report concerning the environmental constraints along the western shoreline and asked that it be addressed in the peer review. Mr. Pearce also suggested that Council seek independent planning advice, not connected with the existing work. Mr. Pearce also suggested that Council seek legal advice related to the legal aspects of this application among other things. A copy of Mr. Pearce's deputation was left with the Clerk.

Mr. Ted Davidson was present to request that Council set a meeting date for a further public meeting on the Wye Ridge Holdings proposed development.

Ms. Marilyn Sparrow was present to suggest that Council retain legal counsel concerning the proposed Wye Ridge Holdings development for the servicing aspect of the development. Ms. Sparrow expressed her opinion that the proposed development was not commercial and does not conform to the Official Plan. Ms. Sparrow also requested that Council rescind the resolution declaring the Wye Ridge Holdings rezoning application complete.

Mr. John Hotchkiss was present to discuss the Wye Ridge Holdings development proposal and also commented on a letter to the editor of the Parry Sound North Star regarding seasonal residents. Mr. Hotchkiss left a copy of his deputation with the clerk for circulation to Council.

07-192 That the Township of McKellar give By-law No. 2007-17, being a by-law to enter into an agreement under the COMRIF program, First and Second reading.

07-193 That the Township of McKellar hereby give By-law No. 2007-17, being a by-law to enter into an agreement under the COMRIF program, Third reading and Passed in Open Council this 4^th day of September, 2007.

07-194 That the Township of McKellar approve General Government Voucher #8 in the amount of $135,252.29 as follows:

07-195 That the Township of McKellar approve Road Voucher #8 in the amount of $114,032.57.

07-196 That the Township of McKellar authorize the Reeve and Clerk to enter into a purchase agreement for Part of Lot 114, Plan M404 as per the attached and execute all required documents to finalize the transaction.

07-197 That the Township of McKellar tender for a replacement electric furnace at the Community Centre.

07-198 That the Township of McKellar endorse the Township of Tyendinaga's resolution requesting that negotiations be stayed until the Township of Tyendinaga is granted a seat at the negotiating table for the Culbertson Tract land claim.

07-199 That the Township of McKellar authorize the Reeve and Clerk to execute site plan agreement for Part Lot 35, Concession 4 (Dowding) dated September 4, 2007.

07-200 That the Township of McKellar authorize the Reeve and Clerk to execute the attached location release with Metal on Metal Productions.

07-201 That the Township of McKellar authorize the Road Crew equipment operators (3) to attend the Equipment Operator Safety Training course as per email from J. Ryman dated August 24, 2007. Costs to be paid.

07-202 That the Township of McKellar adopt the attached road construction standards and specifications for use in upgrading existing public unassumed roads for public maintenance.

07-203 That the Township of McKellar request immediate written response to each individual ratepayers specific concerns as presented in letters and at public and council meetings, from Wye Ridge Holdings Inc. This information is to the clerk by September 7, 2007.
