07-80 That the Township of McKellar accept the minutes of the April 2, 2007 Council meeting as circulated.

Visitors: Ms. Wave Weir was present to request that Council consider instructing Hydro One not to use herbicides in their line maintenance activities on municipal property. Ms. Weir advised Council that individual landowners can deny the use of herbicides on their property and requested that the Township do the same. Reeve Moore thanked Ms. Weir for bringing her concerns to Council's attention.
Mr. Glenn Robinson, Secretary-Treasurer of the Parry Sound Area Planning Board was present to review application for consent, file No. B9/2007 (Wallenius).

07-81 That the Township of McKellar approve application for consent, file No. B9/2007 (Wallenius) subject to the various commenting agency approvals and the accessory buildings on proposed Lot #2 being removed, demolished or complying with zoning by-law. Existing septic system to meet the required setbacks and the new septic system for Lot #1 to be installed and a Use Permit issued prior to final approval. Proposed lot addition shall be rezoned to residential.

07-82 That the Township of McKellar authorize the Clerk-Treasurer to attend the AMCTO Zone 7 workshop in Sault Ste. Marie on May 16th - 18th /07. Costs to be paid.

07-83 That the Township of McKellar endorse the Municipality of Magnetawan's resolution requesting "the Ministry of Education to revisit the criteria used in determining the sustainability of small rural Ontario schools to make it more relevant to the rural communities in which they exist."

07-84 That the Township of McKellar endorse the Township of King's resolution requesting the following:
"1. The provincial and federal governments are urged to augment their contributions to municipal infrastructure by developing a long-term support program for stable, reliable permanent funding to assist with infrastructure investment.
2. The provincial government is requested to increase the municipal sector share of provincial gas tax and expanding eligibility beyond transit.
3. While the Township is acutely aware of the importance of a sustainable agriculture industry and of environment conservation efforts, the provincial government is requested to review programs such as the "Farmland Tax Program" and the "Managed Forest Tax Incentive Program" to ensure that the programs are not funded out of the municipal property tax base.

4. The current provincial government committed to ensuring that developers "absorb their fair share of the costs of new growth", and is requested to begin the review of the Development Charges Act, 1997 as soon as possible to ensure that municipalities do not continue to subsidize development and municipal property tax payers are not paying for growth.
5. The provincial government is requested to establish one time funding to assist smaller municipalities move to accounting infrastructure on an accrual basis and meaningful asset management.
6. The provincial government is requested to consider providing financial assistance to offset the costs of implementing the requirements of the AODA and the related standards.
7. The provincial government is requested to review the basis of apportionment of municipal/regional funding to ensure that lower tier municipalities are not inequitably requisitioned."

07-85 That the Township of McKellar donate $300.00 to the McDougall School Council to be used towards the Victoria Day long weekend fireworks display at McDougall School.

Pursuant to By-law No. 2003-04, Notice is hereby given that the Council of the Township of McKellar intends to consider a By-law to adopt the 2007 budget at its regular meeting on May 7, 2007 at 7:00 p.m.
Written and/or verbal comments will be considered at the public meeting on May 7, 2007.
