07-53 That the Township of McKellar accept the minutes of the March 5, 2007 Council meeting as circulated.

Visitors: Mr. Peter Hopkins, Co-Chair of the West Parry Sound Recreation Complex Committee, was present to review with Council the committee's mandate and encouraged Council to participate in the Area Culture and Recreation Master Plan. Reeve Moore thanked Mr. Hopkins for attending.

07-54 That the Township of McKellar accept the 2006 financial statements prepared by Michael Turner, C.A.

07-55 That the Township of McKellar direct the Clerk to prepare and submit an Expression of Interest to Canada-Ontario Municipal Rural Infrastructure Fund (COMRIF) under the Asset Management Program.

07-56 That the Township of McKellar instruct the Clerk to tender for the following:

Supply and application of 180 tonnes of liquid calcium

Supply of 2,200 tonnes of screened washed crusher dust

6,000 tonnes 5/8's quarried granite supplied and applied

07-57 That the Township of McKellar, pursuant to Section 283(7) of the Municipal Act, have reviewed the one-third deemed expense allowance for Councillors and confirm that no change to the current policy is required.

07-58 WHEREAS the Government of Ontario posted its framework for the development of species at risk legislation on the Environmental Bill of Rights web site on December 22, 2006 the day that most municipal offices closed until the New Year, and

WHEREAS

the currently proposed language to address species at risk could impose moratoriums affecting the livelihoods of more than 1.2 million people and more than $100 billion in economic activity, and

WHEREAS

there are 12 Provincial and 5 Federal pieces of Legislation including the Federal Species At Risk Act (SARA) and the Provincial Endangered Species Act of 1971 that currently provide protection for some species, and

WHEREAS

the new proposed Ontario Species of Risk Legislation as written will:

C

add a new and costly layer of bureaucracy and regulatory burden

C

create an Act that will not achieve recovery of endangered species

C

impose an Act that will not be supported by the landowners, land stewards, employers, unions and developers

C

create a further disincentive to invest in Ontario

C

result in a loss of jobs

C

result in a loss of economic opportunity, and

WHEREAS

the currently proposed framework for a species at risk act is wrong for Ontario and will negatively impact the farming community, the forestry and mining sectors, the urban planners and homebuilders, fur managers, anglers and hunters, sand, stone and gravel industry, hydro electric developers and many, many others, and

WHEREAS

, public hearings by a Legislative Committee prior to Second Reading adoption by the Ontario Legislature will allow for a full and proper debate on the principle of the Bill not just how well the clauses meet the intent of the Act,

THEREFORE BE IT RESOLVED

that the Township of McKellar write to the Premier of Ontario requesting that full public hearings be held into the proposed Species at Risk Act and that those hearings be held prior to Second Reading by the Ontario Legislature.

07-59 That the Township of McKellar instruct the Clerk to prepare a zoning by-law amendment for Part of Lot 17, Concession B (Bisson) as per application.

07-60 That the Township of McKellar authorize the Road Superintendent to attend the Guelph Road School May 6-9, 2007. Costs to be paid.

07-61 That the Township of McKellar amend zoning by-law amendment application (Barresi) as per Meridian Planning letter of March 16, 2007 adjusting the lot lines to accommodate Type 1 fish habitat.
