06-240 That the Township of McKellar accept the minutes of the September 18, 2006 Council meeting as circulated.

Visitors: Mr. Rey Knighton, Board member of the West Parry Sound Hospital Foundation was present to discuss with Council the "Great Docs Weekend" which was held on September 14 - 17, 2006. Mr. Knighton also reviewed with Council the mandate of the Foundation and its ongoing fundraising work.

Mr. Paul Beauregard was in attendance to present to Council a number of proposals to consider regarding road maintenance of the unassumed public roads within the Township. An open discussion ensued with Council suggesting that an inventory of the roads be undertaken to estimate the costs involved.

Mr. Gord Cole was present to discuss applications for consent, file Nos. B22/2006 and B35/2006.

06-241 That the Township of McKellar approve Application for Consent, file No. B22/2006 (Cole) subject to the various commenting agency approvals, the applicant paying the parkland requirements and the applicant deeding a right-of-way to the retained and severed parcels. Applicant put on notice that entrances for severed parcels off Tait's Island Road will not be granted.

06-242 That the Township of McKellar approve General Government Voucher #9 in the amount of $426,400.97 as follows:

06-243 That the Township of McKellar approve Road Voucher #9 in the amount of $44,652.69

06-244 That the Township of McKellar accept the tender of Hall Construction Inc. in the amount of $66,817.90 tax included for site work and the installation of a septic system at Fire Hall #2 as per tender and specifications.

06-245 That the Township of McKellar support the request of Belvedere Heights to the Minister of Health to honour the rights of long-term care residents at Belvedere Heights by permitting designated outdoor patios as smoking areas.

06-246 That the Township of McKellar authorize the Clerk to attend the fall AMCTO Workshop on October 26 and 27, 2006 in Parry Sound. Costs to be paid.

06-247 That the Township of McKellar endorse the Township of Admaston/Bromley's resolution requesting the Province of Ontario to "review and revise the present Ontario Disaster Relief Assistance Program to make it more economically feasible for use by Ontario municipalities, their rural residents and their respective businesses, farms and properties."

06-248 That the Township of McKellar recognizes and appreciates the value of a healthy and productive tourism industry to the economy of West Parry Sound and does hereby endorse and support the application for funding assistance by the Parry Sound Area Community Business and Development Centre Inc. and Georgian Bay Country for the Gateway Georgian Bay Tourist Information Centre.

06-249 That the Township of McKellar have no objection to Trysport/Swyft holding a duathlon/triathlon event on July 15, 2007 in McKellar provided that the Township is named as an insured on the race policy.

06-250 That the Township of McKellar approve Application for Consent, file No. B33/2006 (Gallienne) subject to the various commenting agency approvals and the applicant deeding to the municipality that parcel of land 10 metres from the centre line of Broadbent Road and Dickinson Road as it abuts the proposed severed and retained parcels should a survey reveal an encroachment. Township hereby puts the applicant on notice that all conditions of By-law No. 2005-12 apply to the subject lands requiring the cabin on proposed severed Lot #2 to be either removed, relocated or increased in size to meet the requirements of the zoning by-law. All parkland provisions shall apply.

06-251 That the Township of McKellar approve application for consent, file No. B31/2006 (Crisci) subject to the various commenting agency approvals and the parkland provisions being met.

06-252 That the Township of McKellar approve application for consent, file No. B32/2006 (Crisci) subject to the various commenting agency approvals and the parkland provisions being met.

06-253 That the Township of McKellar approve application for consent, file No. B39/2006 (Naklowych) subject to the various commenting agency approvals and the applicant satisfying the parkland requirements.

06-254 That the Township of McKellar adjourn to meet again on October 16, 2006 or at the call of the Reeve. Meeting adjourned at 10:30 p.m.
