06-149 That the Township of McKellar support the Association of Municipalities of Ontario / Association of Municipal Recycling Coordinators' position paper on Household Hazardous Waste/Household Special Waste dated May 2006.

06-150 WHEREAS the Forestry Sector has consistently demonstrated a tremendous ability to create jobs and prosperity throughout Ontario; and
WHEREAS the forestry industry in Ontario is at risk because it operates in one of the most expensive and least competitive jurisdictions in the world; and
WHEREAS one of the most significant factors reducing competitiveness are the second highest electrical rates in all of North America; and
WHEREAS forestry stakeholders can work together with government to develop a provincial electricity policy that will help restore the industry's ability to compete; and
WHEREAS immediate action by the Government of Ontario on the electricity policy is critical to the future of Ontario's economic prosperity; now
THEREFORE BE IT RESOLVED THAT to keep people working, the Council of the Township of McKellar requests that the Ontario government act immediately to implement a two-stage forestry sector energy competitiveness plan that:
(a) By June 2006 provides a $15 per MWH rebate to the forest industry sector, retroactive to January 1, 2006, on purchased electricity.
(b) By September, 2006 achieves an all-in target rate of $45 per MWH to remain established for a three-year period from 2006-2009. The $15 rebate program will remain in effect until September 2006 or until the all-in delivered electricity rates for each facility has been established at the target rate of $45 per MWH inclusive of all generation, transmission, DRC and other charges.

06-151 That the Township of McKellar support the Northern Ontario Large Urban Mayors report to the Minister of Energy outlining the tremendous green energy development potential in Northern Ontario and request that the Minister of Energy give all due consideration to developing the green energy potential of Northern Ontario.

06-152 That the Township of McKellar support the Town of Greater Napanee's position "that no municipality should be required to take garbage from across the Province if they are not a "willing host" to such a proposal."

06-153 That the Township of McKellar endorse the Municipality of Leamington's resolution requesting AMO and the Federal and Provincial Governments "to develop a program that will support infrastructure sustainability by providing a yearly stream of funding to all rural municipalities without the municipality having to expend funds and exhaust limited resources in developing business cases."

06-154 That the Township of McKellar endorse the Region of York's resolution urging the Government of Ontario and the College of Physicians and Surgeons of Ontario to take immediate action to:
"1. develop new and more effective (repatriation) programs aimed at recruiting Canadian/Ontario-trained physicians currently practicing in other provinces, Ontario medical students studying in other provinces and Canadian-trained physicians currently practicing in the United States;
2. eliminate all return of service requirements for Canadian-trained physicians;
3. prevent delays to physicians working in other provinces who wish to set up practice in Ontario by putting greater reliance on their status as determined by the College of Physicians and Surgeons in those provinces;
4. remove the barriers to restricted licensure for Ontario medical residents in training; and
5. develop appropriate retention measures for highly skilled physicians."
