06-78 That the Township of McKellar accept the minutes of the March 20, 2006 Council meeting as circulated.

Visitors: Mr. Bill Church, District Social Services Administration Board representative was present to provide Council with an update of the programs of the Board and answer Council's questions. Reeve Moore thanked Mayor Church for attending.

06-79 That the Township of McKellar hereby give By-law No. 2006-08, being a by-law to enter into a Mutual Assistance Agreement with the West Parry Sound Area Municipalities, First and Second reading.

06-80 That the Township of McKellar hereby give By-law No. 2006-08, being a by-law to enter into a Mutual Assistance Agreement with the West Parry Sound Area Municipalities, Third reading and passed in Open Council this 3^rd day of April, 2006.

06-81 That the Township of McKellar approve General Government Voucher #3 in the amount of $312,067.30 as follows:

General Government 43,237.41

Fire Department 4,838.16

Recreation 171.58

Community Centre 4,576.38

06-82 That the Township of McKellar approve Road Voucher #3 in the amount of $40,606.77.

06-83 That the Township of McKellar accept the quote of Azimuth Environmental in the amount of $28,771.00 plus applicable taxes for ground and surface water testing at the landfill site as per Parts 1 and 2 of their proposal.

06-84 That the Township of McKellar endorse the Township of Malahide's resolution requesting that the Minister of Health for Ontario "propose an amendment to the Medicine Act to permit the College of Physicians and Surgeons to licence physicians who are in good standing and who have written the necessary examinations thereby bringing additional fully qualified physicians, ready to commence practice immediately to our Province, while long-term solutions are being implemented."

06-85 That the Township of McKellar endorse the Town of Caledon's resolution recognizing the real threat to the long-term financial viability of Ontario farmers and their communities and "request that the governments of Ontario and Canada commit to:

06-86 That the Township of McKellar authorize interested Councillors to attend the District of Parry Sound Municipal Association spring meeting on May 1, 2006. Costs to be paid.

06-87 That the Township of McKellar authorize the Clerk to attend the Spring Zone 7 Workshop. Costs to be paid.

06-88 Whereas the Province of Ontario has recognized the importance of stroke patients receiving appropriate treatment within 2 hours of the onset of symptoms; and

Whereas there is no Designated Stroke Centre within the Parry Sound District;

Now therefore be it resolved that the Council of the Township of McKellar request the West Parry Sound Health Centre to take immediate steps to become a Designated Stroke Centre or Tele Health Stroke Centre.

06-89 That the Township of McKellar authorize the Treasurer to write off the 2006 United Church manse taxes, roll No. 003-240.

06-90 That the Township of McKellar accept the quote of The Tire People in the amount of $340/ tire for grader tire retreads.

06-91 That the Township of McKellar pursuant to Section 239(2) of the Municipal act, S.O. 2001, move into closed session at 9:47 p.m.

06-92 That the Township of McKellar come out of closed session at 10:10 p.m. and reconvene the meeting.

06-93 That the Township of McKellar adjourn to meet again on April 18, 2006 or at the call of the Reeve. Meeting adjourned at 10:12 p.m.
