05-282 That the Township of McKellar accept the minutes of the October 26, 2005 Special Council meeting as circulated.

05-283 That the Township of McKellar hereby give By-law No.2005-24, being a by-law to rezone part of Lots 17 and 18, Concession 12, First and Second reading.

05-284 That the Township of McKellar hereby give By-law No.2005-22, being a by-law to repeal By-law No. 2004-20 as amended (appoint a Fire Chief/Emergency Management Coordinator, First and Second reading.

05-285 That the Township of McKellar hereby give By-law No.2005-22, being a by-law to repeal By-law No. 2004-20 as amended (appoint a Fire Chief/Emergency Management Coordinator, Third reading and Passed in Open Council this 7^th day of November, 2005.

05-286 That the Township of McKellar hereby give By-law No.2005-23, being a by-law to enter into an encroachment agreement with M. Docherty, First and Second reading.

05-287 That the Township of McKellar hereby give By-law No.2005-23, being a by-law to enter into an encroachment agreement with M. Docherty, Third reading and Passed in Open Council this 7^th day of November, 2005.

05-288 That the Township of McKellar hereby give By-law No.2005-25, being a by-law to enter into an agreement with the Association of Municipalities of Ontario for the transfer of Federal Gas Tax Revenue, First and Second reading.

05-289 That the Township of McKellar give By-law No.2005-25, being a by-law to enter into an agreement with the Association of Municipalities of Ontario for the transfer of Federal Gas Tax Revenue, Third reading and Passed in Open council this 7^th day of November, 2005.

05-290 That the Township of McKellar approve General Government Voucher #10 in the amount of $333,734.66 as follows:

05-291 That the Township of McKellar approve Road Voucher #10 in the amount of $271,720.03.

05-292 That the Township of McKellar regretfully accept the resignation of Patricia Hindle from the Fire Department.

05-293 That the Township of McKellar endorse the Township of Armour's resolution requesting that "the Building Code Act be amended to allow Chief Building Officials the responsibility to administer sewage systems within their respective municipalities."

05-294 WHEREAS Canada Post is reviewing its entire postal network and has announced plans to close a mail sorting plant in Quebec City as the very first step in its review; and

WHEREAS the government appears to support Canada Post's plan to close the plant in Quebec City, beginning in December 2005, which would eliminate 302 jobs; and

WHEREAS the government is allowing Canada Post to close rural post offices in spite of a moratorium on post office closures in rural and small towns; and

WHEREAS our public postal network connects communities throughout this vast land, helping us to overcome differences and distances; and

WHEREAS our public postal network plays a key role in our social and economic life by providing jobs and the infrastructure that healthy communities need to thrive and businesses need to grow;

NOW THEREFORE be it resolved that the Corporation of the Township of McKellar write the Minister Responsible for Canada Post and request that the Federal Government instruct Canada Post:

05-295 That the Township of McKellar appoint Carole Bier to the Economic Development Committee.

05-296 That the Township of McKellar donate $100.00 to the Broadbent Snowbugs children's Christmas Party.

05-297 That the Township of McKellar proceed to implement Phase 4 of the GIS Implementation Strategy at a cost not to exceed $7,250.00.

05-298 That the Township of McKellar pursuant to Section 239(2) of the Municipal Act, S.O. 2001, move into closed session at 10:00 p.m.

05-299 That the Township of McKellar come out of closed session at 10:06 p.m. and reconvene the meeting.

05-300 That the Township of McKellar accept the reports and recommendations arising from the closed session held November 7, 2005 and forward to Solicitor.

05-301 That the Township of McKellar adjourn to meet again on November 21, 2005 or at the call of the Reeve. Meeting adjourned at 10:13 p.m.
