04-59 That the Township of McKellar accept the minutes of the March 1, 2004 Council meeting as circulated.

Visitors: Ms. Sharon Sheffield was present to discuss with Council the proposed ATV By-law and express her opposition to the passage of the by-law. Reeve Moore thanked Ms. Sheffield for attending.

04-60 That the Township of McKellar hereby give By-law No. 2004-06, being a by-law to permit the operation of ATV's on municipal highways, First and Second reading.

04-61 That the Township of McKellar hereby give By-law No. 2004-06, being a by-law to permit the operation of ATV's on municipal highways, Third reading and Passed in Open Council this 15^th day of March, 2004.

04-62 That the Township of McKellar hire Claire Traversy to the position of Swim Instructor as per the attached Schedule 'A"

04-63 That the Township of McKellar acknowledge receipt of the Five Year Official Plan Review report prepared by John Jackson.

04-64 That the Township of McKellar, pursuant to Section 99 of the Municipal Act and Schedule 'E' to By-law No. 2003-04, direct the Clerk to advertise a public meeting on April 19, 2004 at 6:00 p.m. to consider the proposed sign by-law.

04-65 That the Township of McKellar endorse the Township of Horton's resolution petitioning the Government of Ontario to "amend the Safe Drinking Water Act and its Regulation removing the need for additional testing of water beyond the regular testing for coliform and e-coli in small municipal non-residential systems, in small community businesses and in local community churches if the current test results indicate the water is safe to drink."

04-66 That the Township of McKellar endorse the City of Kawartha Lakes' resolution requesting that the government of Ontario limit the powers of the Ontario Municipal Board in dealing with amendments to municipal official plans and zoning by-laws implementing official plans.

04-67 That the Township of McKellar endorse the City of Kawartha Lakes' resolution petitioning the government of Ontario to "review the system of Current Value Assessment (CVA) and implement a system of property assessment that protects property owners in Ontario from volatile significant property assessment increases and promotes a more stable system of property assessment within the Province of Ontario."

04-68 That the Township of McKellar endorse the City of Kawartha Lakes' resolution petitioning the Premier of Ontario and the Ministry of Energy "to take immediate steps to permanently reinstate the prohibition on the disconnection of electricity in the winter by Hydro One, put in place by the previous provincial government."

04-69 That the Township of McKellar endorse the County of Hastings' resolution requesting that the Province of Ontario make birth and death records available to the Municipal Property Assessment Corporation in order to improve the accuracy and currency of the municipal voters' lists.

04-70 That the Township of McKellar hereby proclaim the month of June, 2004 as Senior's month in the Township of McKellar.

04-71 That the Township of McKellar support Seguin Township's position requesting that the Belvedere Heights Board of Management revisit the 2004 budget to find savings that will reduce the 2004 levy made to the funding municipalities.

04-72 That the Township of McKellar donate $105.00 towards the District 4 Ontario Senior Games being held in McKellar on May 10^th and 11^th and June 15, 2004.

04-73 That the Township of McKellar donate $100.00 towards the Broadbent Snowbugs Children's Easter party to be held on April 4, 2004.

04-74 That the Township of McKellar accept the 2003 audited financial statements as prepared by Michael Turner, C.A.

04-75 That the Township of McKellar, pursuant to Section 239(2)(e) of the Municipal Act, S.O. 2001, move into closed session.

04-76 That the Township of McKellar come out of closed session at 10:30 p.m. and reconvene the meeting

04-77 That the Township of McKellar, having considered Ms. M. L. Sparrow's request to mediate Official Plan Amendment No. 5, hereby resolve that the Township of McKellar does not wish to pursue mediation of Official Plan Amendment No. 5.

04-78 That the Township of McKellar approve the issuance of either a Bingo or Nevada licence to the McKellar Senior Citizens Centre. All terms and conditions of said licence to be adhered to.

04-79 That the Township of McKellar direct the Clerk to file an appeal under the Freedom of Information and Protection to Privacy Act of the decision of the Town of Parry Sound not to release the Ministry of the Attorney General's audit report of the Parry Sound Provincial Offences Office in its entirety.

04-80 That the Township of McKellar instruct the Clerk to draft a by-law pursuant to Section 110 of the Highway Traffic Act to institute a permit system for the moving of vehicles, loads, objects or structures in excess of the weight or dimensional limits set out in the Highway Traffic Act.

04-81 Whereas the transaction between Windswept Investments and the Parry Sound Area Information Centre Board has been ongoing for an extensive period of time and there appears to be no conclusion to this transaction;

Therefore be it resolved that the Council of the Township of McKellar request the Parry Sound Area Information Centre property to be put out for sale on the open market.

04-82 That the Township of McKellar adjourn to meet again on April 5, 2004 or at the call of the Reeve. Meeting adjourned at 11:05 p.m.
