05-182 That the Township of McKellar accept the minutes of the July 4, 2005 Council meeting as circulated.

Visitors: Mr. Bob Hawkins, O.L.S. and Mr. Drew Racher were present to discuss with Council the temporary entrance to the Ridge at Manitou Golf Course. Mr. Racher requested that Council grant permission for use of the Centre Road temporary entrance on a permanent basis. Mr. Hawkins submitted a sketch of the entrance and stated that in his opinion, the entrance was on public lands. Reeve Moore thanked the gentlemen for attending and stated that Council would consider their request.
Mr. Bob Metcalfe, Mr. Gary Bradley and Mr. Jamie Groat representing the McKellar Lakes Home and Cottage Association were present to discuss the water level in McKellar Lake and the construction by the Ministry of Transportation of the outlet culvert on Highway #124. Reeve Moore indicated that Mr. Mike Jackson, MTO Project Manager for the culvert replacement, has been contacted and requested to set up a meeting with the appropriate agencies to address the declining water levels. Reeve Moore stated that the McKellar Lakes Home and Cottage Association would be contacted once a meeting date has been set.
Mr. and Mrs. Rick Wickens were present to question Council regarding the construction of a parking area on Henry Street. Mrs. Wickens stated her concerns regarding dust, noise, garbage, over night parking and reduced property value and inquired if anything could be done to address the situation. Reeve Moore indicated that Council would consider a fence and would be meeting on site. Mrs. Wickens presented Council with a petition requesting that the parking area be removed and requested that she be notified of any changes to the parking area.

05-183 That the Township of McKellar hereby give By-law No. 2005-16, being a by-law to enter into a Memorandum of Understanding for the formation of the West Parry Sound Geography Network, Third reading and Passed in Open Council this 18th day of July, 2005.

05-184 That the Township of McKellar instruct the Clerk-Treasurer to re-apply for funding under Intake 2 of the Canada-Ontario Municipal Rural Infrastructure Fund (COMRIF) for the closure of the Lee's Road Landfill Site, and the capital costs of establishing a transfer site/enhanced recycling centre at this location and hereby certify that, pursuant to the application process, this project is the Township's highest infrastructure priority.

05-185 That the Township of McKellar endorse King Township Public Library Board's request to the Minister of Culture "to review the proposed budget cuts to Ontario Library Services to ensure that such services as the Inter-Library Loan/Courier services are not casualties."

05-186 That the Township of McKellar endorse the Municipality of York Police Services Board's resolution requesting the Ontario Association of Police Services Boards (OAPSB) and the Canadian Association of Police Service Boards (CAPB) to "urge provincial and federal governments to ban the purchase, sale and distribution of all video games, including Grand Theft Auto - San Andreas, that depicts the injuring and killing of police officers and all other people ... and urge the provincial and federal governments to pass legislation that requires classification stickers on mainstream videos intended for home use."

05-187 That the Township of McKellar endorse the County of Frontenac's resolution petitioning the Minister of Labour "to amend Ontario Regulation 285/01 to include a full exemption from Part VII of the Employment Standards Act, 2000, as amended, for paramedics in the employment of municipalities, other service delivery agents or delegates across the Province of Ontario."
