05-01 That the Township of McKellar accept the minutes of the December 20, 2004 Council meeting as circulated.

Visitors: Mr. Lorne Campbell and Ms. Fern Harris, representatives on the Belvedere Heights Board of Management were present to review with Council Belvedere's request to transfer reserve funds to develop the unused portion of its existing building as affordable seniors housing. Reeve Moore thanked the Board members for attending and answering Council's questions.

05-10 That the Township of McKellar instruct the Township Engineer to enforce the provisions of Paragraph 8 of the Sand/Salt Storage Building tender with Storage Systems Construction Corp.

05-12 That the Township of McKellar endorse the City of North Bay's resolution requesting the governments of Ontario and Canada to "take the necessary steps to establish the North Bay Jack Garland Airport as an international cargo and freight receiving and distribution centre for Ontario."

05-13 That the Township of McKellar endorse the Municipality of Clarington's resolution petitioning the Province of Ontario to amend the Municipal Elections Act to provide for a four-year term of office for municipal council members.

05-14 That the Township of McKellar endorse the City of Cornwall's resolution petitioning the Federal Government to "seriously review the proposal of implementing a Medical Student Lottery."

05-15 That the Township of McKellar endorse the Municipality of Central Elgin's resolution requesting the Minister of Health and Long Term Care to fully investigate the delays in Central Ambulance Communication Centre (CACC) notification of other emergency services and that the Minister ensure that CACC's throughout Ontario have sufficient resources, technical and personnel to fulfill their obligations to the public.

05-16 That the Township of McKellar hereby support the proposed "Community Pride Poster" for the Magnetawan, McKellar and Whitestone area and hereby grant Skylar Canada permission to publish the Township's logo and contact information on the poster provided there is no cost to the municipality.

05-17 WHEREAS the Board of Management of Belvedere Heights Home for the Aged is seeking to redevelop the unused portion of its existing building as affordable seniors housing; and

WHEREAS the Board has stated that the proposed development will not pose a financial and/or liability burden on the supporting municipalities;

THEREFORE be it resolved that the Council of the Township of McKellar support in principle the decision of the Belvedere Heights Board of Management to proceed to develop affordable seniors housing in the unused portion of the existing building; that up to $500,000.00 be used from Belvedere's reserves as a capital contribution towards the development and that the final commitment of this Council will be based upon being satisfied that the project is financially feasible and questions relating to corporate structure and governance are finalized; and

FURTHER THAT the Township of McKellar will not make any future capital or operating contributions to the proposed redevelopment.

05-18 That the Township of McKellar have no objection ATI Racing holding a triathlon event on August 14, 2005 in McKellar provided that the Township is named as an insured on the race insurance policy.
