04-324 That the Township of McKellar accept the minutes of the December 6, 2004 Council meeting as circulated.

Visitors: Reeve Moore introduced Garnett Vowels, the recipient of the Provincial Volunteer Service Award and thanked Mr. Vowels for his 35 years of dedicated service as Secretary of the McKellar Agricultural Society. Mr. John Moffat, President of the Agricultural Society presented Mr. Vowels with the Provincial Volunteer Service Award Certificate and pin on behalf of the Honourable Dr. Marie Bountrogianni, Minister of Citizenship and Immigration. Councillor Gerald Bell, on behalf of the Honourable Andy Mitchell, M.P., presented Mr. Vowels with a Certificate in recognition of his 35 years as Secretary of the McKellar Agricultural Society.

04-325 That the Township of McKellar hereby give By-law No. 2004-25, being a by-law to deem Lot 6, Plan 42M-586 not to be a registered plan of subdivision, First and Second reading.

04-327 That the Township of McKellar transfer the balance of the 2004 Landfill revenue account to the Landfill reserve account.

04-328 WHEREAS the Executive of the District of Parry Sound Municipal Association wrote a letter dated August 11, 2004 to Mr. Graham Scott regarding the assessment of the Muskoka-Parry Sound Health Unit and making recommendations on behalf of the member municipalities;

the Executive of the Parry Sound Municipal Association passed a resolution at a special meeting of the Executive on October 28, 2004 making recommendations to the Transition Director for the Muskoka-Parry Sound Health Unit;

there are no provisions, either expressed or implied, in the District of Parry Sound Municipal Association Constitution to authorize the Executive of the Association to unilaterally act on behalf of the 22 member municipalities;

Clause 13 of the Constitution clearly states that other meetings of the Association may be called by the President if necessary to deal with a specific item;

in the opinion of this Council the Executive of the District of Parry Sound Municipal Association has overstepped its authority by advancing policy positions which have not been discussed or approved by the membership of the Association;

be it resolved that the Council of the Township of McKellar request that the Executive of the District of Parry Sound Municipal Association immediately resign their positions and further that a copy of this resolution be circulated to member municipalities for endorsement.
