04-304 That the Township of McKellar accept the minutes of the November 16, 2004 Council meeting as circulated.

Visitors Mr. Wade Perkins, Ms. Sherry Green and Ms. Shannon Beatty from the West Parry Sound District Museum were present to update Council on activities at the Museum and to request increased financial assistance for 2005. A general discussion of funding alternatives and formulas ensued. Reeve Moore thanked the representatives for attending.

04-305 That the Township of McKellar hereby give By-law No. 2004-24, being a by-law to adopt a Human Resources Policy, First and Second reading.

04-311 That the Township of McKellar authorize the Reeve and Clerk to enter into the Community Funding Agreement under the Bear Wise Program.

04-312 That the Township of McKellar endorse the Association of Municipalities of Ontario (AMO) resolution requesting the Minister of Finance to "undertake a thorough review of provincial-municipal cost sharing and service responsibility arrangements in 2005 with a view to addressing the fundamental problems of the current provincial-municipal LSR-based system" and that CRF funding should be provided at 2004 levels for 2005 with reconciliation at the end of 2005 and that the Minister of Finance be requested to confirm that there will be a reconciliation of the 2003 CRF before the end of 2004 and that the 2004 CRF funding be reconciled in Fall 2005.

04-313 That the Township of McKellar endorse the Township of Augusta's resolution requesting the Minister of Finance "to re-examine the access to the gas tax fund allocation to be distributed so that municipalities that are without public transportation would also be assisted."

04-314 That the Township of McKellar endorse the Township of Adjala-Torsoronto's resolution requesting the Ontario Government "to support the dairy farmers and rural community in general and reinstate DHI (Dairy Herd Improvement) funding immediately."

04-315 That the Township of McKellar endorse the Township of South Algonquin's resolution resolving "that the Ontario Government recognizes that all property assessments not be allowed to increase from year to year unless a property has been improved or renovated during that year thus returning stability to the municipal tax system and ensuring fairness and predictability for pensioners, ratepayers on fixed incomes and other ratepayers who simply cannot afford unreasonable and unwarranted severe increases in their municipal tax bills over which municipal councils presently have no control whatsoever."

04-316 That the Township of McKellar endorse the Township of Algonquin Highland's resolution petitioning the Minister of the Environment and the Ontario Government "to implement a system of deposit returns for all metal, glass and plastic beverage containers, and seriously consider mandating reusable plastic drink containers."

04-317 That the Township of McKellar endorse the City of Sault Ste Marie's recommendations to the Minister of Consumer and Business Services and the Minister of Culture as contained in the report of the Charities and Not-For-Profit Funding Review Committee dated November 1, 2004.

04-318 That the Township of McKellar endorse the Muskoka-Parry Sound Health Unit's resolution urging the Government of Ontario to implement the Call to Action recommendations for achieving a Healthy School Nutrition environment, including implementing mandatory Food Standards for all Ontario elementary and secondary schools.

04-319 That the Township of McKellar instruct the Clerk-Treasurer to apply for funding under the Canada-Ontario Municipal Rural Infrastructure Fund (COMRIF) for the closure of the Lee's Road Landfill Site and capital costs of establishing a transfer site/recycling centre at this location and hereby certify that, pursuant to the application process, this project is the Township's highest infrastructure priority.
