Council Meeting Minutes February 16, 2004

Present: Reeve David Moore and Councillors Gerald Bell, Don Hindle, Jury Naklowych and Debbie Zulak

04-39 That the Township of McKellar accept the minutes of the February 11, 2004 Special Council meeting as circulated.

Carried

Visitors: Mr. Gary Martin of Craigmore Drive was present to address Council regarding the proposed ATV By-law. Mr. Martin stated that he was in favour of permitting ATV's on all municipal public roads and was opposed to excluding ATV's from non-assumed municipal roads.

Mr. Ivan Nicksy of Craigmore Drive was present to address Council regarding the proposed ATV By-law. Mr. Nicksy spoke in favour of allowing ATV's on all municipal roadways and was not in favour of excluding ATV's from non-assumed municipal roads.

Mr. Andrew Ryeland of Trax Georgian Bay and Mr. John Hennig of the Parry Sound District ATV Club were present to speak on the positive impacts of ATV tourism and support the passage of a By-law permitting ATV travel on municipal roadways.

Reeve Moore opened the floor up for comments and questions from those in attendance.

04-40 That the Township of McKellar hereby give By-law No. 2004-03, being a by-law to levy interim taxes, First and Second reading.

04-42 That the Township of McKellar hereby give By-law No. 2004-04, being a by-law to permit the operation of ATV's on municipal highways, First and Second reading as per the attached version.

1. Supply and application of 180 tonnes of liquid calcium

2. Supply of 2,000 cubic yards of screened winter sand

4. Roadside grass cutting
